I switched the binding to + 'Video.html?file=Loading' per Romainrobs suggestion on a previous post.

The video plays correctly on initial Ignition on/vehicle startup when first jumping in the session, regardless of game. However any subsequent time I turn the vehicle off and then back on again within the same game session the video does not play.

The group folder this web video is in has this visible binding with a raw result as False
