Good Morning
Can you use any LCD/OLED screen with an Arduino and Sim Hub?
Or does it have to be a Nextion display?

If you don't go the supported display route (vocore, USB420, nextion, ...) You will need to go the browser route (or implement a display yourself).
So you can use any display type you want, but you won't be able to run it through an Arduino, because that's not powerfull enough to run a webbrowser. You might want to look into raspberry pi's (a Raspberry Pi Zero 2 W would probably suffice).
