So this was all working before but now all output is only going to 1 shaker.
On my system log this is the one thing that I have found seems to be a problem.
[2023-06-09 18:33:22,866] INFO - BassShakers: Requiring audio interfaces rebuild after game start or audio settings change
The thing is I don't see how to fix this problem.
