I have brought a pc licence but do I have to buy the app as well to work on my Phone ???

No there is only one license on the PC license. The app can be downloaded directly when you display the dash list : https://github.com/SHWotever/SimHub/wiki/Troubleshoot-Dashstudio-Web-access#how-to-access-dashboards-from-tablets-phone-or-remote-computer-browser
Make sure to follow the instructions inside simhub, the app is not on the play store, that's probably what got confusing.
