wind on a specific distance?

hi,

i am new in simhub, i just setup wind fan and is ok.. working well

i want to make an experiment/test

is there a way to have a fan that go on only when i arrive near a car ? especially i need to do in F1.. 

for example when i am near a car behind donno 200 meteres for example a specifi fan should go on

or any tips how to do ?
